BUG: paste command does not respect draggable/droppable properties

Describe the bug

How to reproduce the bug?

1. Add a "Tabs" block
2. Copy a tab from the added component
3. Paste the tab anywhere outside the component

What is the expected behavior? Copied tab should not get pasted outside the "Tabs" component. Copied components should not be pasted anywhere they can't be dragged/dropped to.

What is the current behavior? Copied tab can be pasted anywhere. Draggable/Droppable property of copied components is not respected when pasting.

Should be fixed in src/commands/view/PasteComponent.js
