GrapesJS core ships with an empty block panel — every element a user can drag has to be registered first. Basic block plugins supply that foundation: one-, two- and three-column rows, text and heading elements, images wired to the asset manager, video embeds and link buttons. The Tailwind-based pack goes further with utility-class layouts you can restyle without writing CSS. Install one of these before anything else; most other block libraries assume these primitives already exist.
